Returns

Nonzero if the new global CBCGPContextMenuManager object is created successfully; it is 0 if the global CBCGPContextMenuManager object has already been initialized.

You can call the InitContextMenuManager function explicitly to initialize the context menu manager or wait until first call to the GetContextMenuManager() function.
