Parameters

bStart	TRUE to start.
dblSpeed	The marquee animation speed. This value should be less or equal to 1.0 and 0.0 specifies the default value.

Call rgis method to start/stop marquee animation. SetOptions() with m_bMarqueeStyle = TRUE should be called first.
