Creates a rule by the given ID.

Returns

A pointer to rule object that has been created. It can be NULL if the rule with specified ID does not exist.

Use this method to instantiate a rule object. The rule must have been registered using RegisterRule(). The ID is the rule identifier that was returned by RegisterRule().
