Loads the new tool icon (large).

Returns

A handle to the loaded icon.

Call this function to load the icon to be displayed with the tool label on the toolbar (when toolbar icons are large). This function looks for the icon in the executable file. If it doesn't have a default icon the default framework-supplied icon is used.
