Determines whether disabled images should be embossed.

Returns

Nonzero if disabled images should be embossed; otherwise 0.

This function is called by CBCGPToolBarImages::Draw method. If IsEmbossDisabledImage function returns TRUE, then all disabled toolbar images will be embossed.
