GlobalNotifier Class

Lets to fire events on changing Visual Manager of the control and changing large icon mode. The instance of the GlobalNotifier for changing Visual Manager is used in classes CommandBar, CommandManager, DockingPane, MDIContainer, ToolbarButton; for changing LargeIconMode - in classes DockBarRow, Toolbar.
